Business Setup in Dubai: Options, Costs and Process
Dubai is one emirate, with more than one licensing authority. A mainland licence from the Department of Economy and Tourism is a different company from a free-zone licence issued inside Dubai.

Mainland
Used when the business needs to trade in the UAE market, or the founder does not want the company limited to a free zone. Premises evidence is part of the Dubai licence file.
A Dubai free zone
Each zone licenses its own activities and legal forms. The UAE government list for Dubai includes DMCC, Meydan, Jebel Ali, Dubai South, DIFC and others. They are not interchangeable.
A financial centre
DIFC is on the official Dubai free-zone list and has its own legal system. It is a specialist route, not a general trading licence.
Outside Dubai
Sharjah, Ajman and other emirates license companies too. A Dubai customer base does not by itself require a Dubai licence. That is a separate commercial and regulatory question.
Decree No. (13) of 2024 describes Invest in Dubai as a digital window for licence applications in the emirate, including free zones. Each authority still applies its own conditions, time frames and fees. This page does not repeat the national overview on choosing a UAE route.
Questions that change the Dubai answer
- Activity. A consultancy, a shop, a warehouse and a regulated service are not licensed the same way. Food, health, education and media can need a second authority.
- Ownership and management. Many commercial activities allow full foreign ownership. Strategic-impact activities do not. Who will be the manager is a separate appointment from who owns the shares.
- Visas. A Dubai licence can support residence visas when the authority and the premises allow a quota. The visa is not included just because the company exists.
- Premises. Mainland files in Dubai refer to a lease attested through RERA. Free zones offer their own desks, offices and warehouses, and the option changes the cost.
- Approvals. Initial approval is permission to continue the setup. It is not permission to start trading.
Practical first steps
- Write down what the company will sell in its first year, and to whom.
- Check whether that activity is licensed on the mainland, in a specific Dubai free zone, or both.
- Ask what premises and visa quota come with that activity.
- Only then compare first-year and renewal cost. A package price that hides the visa or the office is not a full budget.
